Frans Pennings studied Dutch language and literature and Dutch law. He wrote a comparative PhD thesis at Utrecht University on unemployment and employment schemes. After this he worked 20 years as (assistant, associate, full) professor at Tilburg University. Currently he is professor of labour law and social security law at Utrecht University, the Netherlands. He is also visiting professor at Gotenburg University, Sweden. In October 2014 he received a honorary doctorate at Gotenburg University.
He wrote several books, including "European sociaal security law" (in 2015 the 6th edition appeared. He is co-editor of "European Journal of Social Security" and chief editor of "Tijdschrift voor Recht en Arbeid".
