Is freedom simply the absence of interference-or the power to direct your own life?

In Two Concepts of Liberty, Isaiah Berlin offers one of the most influential arguments in modern political philosophy. He distinguishes negative liberty, or freedom from coercion, from positive liberty, the freedom to become one's own master and pursue chosen ends. What begins as a clear conceptual distinction becomes a powerful examination of individual rights, state power, liberalism, political authority, and the dangers of forcing people to be "free."

Berlin shows how the ideal of self-mastery can inspire autonomy and democratic participation, yet can also be transformed into a justification for paternalism, social control, or totalitarian rule. His analysis leads directly to the problem of value pluralism: human goods such as liberty, equality, justice, security, and happiness may all matter, but they do not always fit together without conflict.

This reader-friendly edition includes a concise introduction and a section-by-section overview that clarify:the difference between positive and negative liberty;
freedom from interference and freedom to act;
the relationship between liberty, coercion, and political power;
Berlin's defense of liberalism and individual choice;
the continuing importance of value pluralism in political theory.

First delivered at Oxford in 1958, Two Concepts of Liberty remains essential reading for students of philosophy, politics, political science, and the history of ideas-as well as anyone trying to understand what freedom means and how it can be protected.

Read Berlin's landmark essay and discover why the argument over liberty still shapes modern politics.
