Though the country was in a period of great development and advancement, this rise to industrial prowess was accompanied by an egregious culture of dishonesty. LINCOLN STEFFENS (1866-1936) was born in California and graduated from the University of California at Berkeley, later becoming an influential political philosopher, lecturer, and muckraker. Steffens' investigations into urban government corruption by police and business leaders led to sweeping reform. Despite his radical political views, he was a confidante of presidents Theodore Roosevelt and Woodrow Wilson.
